Dr. Xiaohong Li
Chief Information Systems Officers Association of the California Community Colleges (CISOA) (2026-2027)
Dr. Xiaohong Li has more than 15 years of leadership experience in higher education and serves as the Vice President of Information and Institutional Effectiveness and Chief Technology Officer (CTO) at Taft College. She provides strategic leadership for Information Technology Services (ITS), Institutional Research (IR), Planning, Assessment, Accreditation, and data governance. Dr. Li also serves as Taft College's Accreditation Liaison Officer (ALO) and has participated on several Accrediting Commission for Community and Junior Colleges (ACCJC) peer review teams.
Prior to joining Taft College, Dr. Li spent more than a decade at Sam Houston State University (SHSU), where she provided leadership in institutional research and analytics. She served in a key role supporting the university initiatives, including Frontier Set Project, funded by the Bill & Melinda Gates Foundation, through data analysis and institutional research, and established the Office of Institutional Research’s customized Oracle Operational Data Store (ODS) to enhance institutional data infrastructure and reporting capabilities.
Representing the California Community Colleges Chief Information Systems Officers Association (CISOA) on the RP Group Board of Advisors, Dr. Li is committed to strengthening collaboration among technology, institutional research, and college leadership to advance innovation, student success, and institutional effectiveness.
Dr. Li earned a Doctor of Education in Higher Education Leadership and a Master of Science in Statistics from Sam Houston State University. She also holds a Master of Land Development from Texas A&M University.
